Bobalicon, which translates roughly to "Simpleton," is from Francisco Goya's series titled Los Proverbios. This series was such a scathing commentary on Spanish culture, Goya was forbidden from actually publishing the work. It was finally printed post mortem starting in 1864, although the plates were etched by Goya himself between 1815 and 1824.
